Basically.... look at the type of villains that Batman fights. That have taken to trashing Gotham and challenging The Big Bad Bat.
If You replaced Bruce with The Punisher, do you think he could clean up Gotham where Batman has failed?
Keep in mind that in Batman's World, other super-villains SELDOM come to Gotham. You don't get many Superman/Flash/WW/Anybody Else villains in Gotham.
Could Frank wipe out the criminal population of Gotham City? Would Joker or Two Face be too smart for him?

Nope, because a villain like the Joker would simply 'evolve' (create a new personality) to destroy Frank. Also, the reason other villains stay out of Gotham is because they feel the hero/villain scene there is too insane to deal with. If Frank started killing all the crazies, more sane ones would take their place.

Jigsaw. Although the whole thing feels incredibly forced as to make sure the Punisher has some kind of arch-nemesis.

If the criminals of Gotham are a "cowardly and suspicious lot" then after scores of them come up missing and the body count rises gotham may be a different situation. Th epunshier doesn't invite craziness. He invites mops to get blood off the floor

based on some interpretations of Gotham, Frank would've had a major problem GPD. In Marvel it seems like he gets a pass from most cops. In Gotham Gordon is a good cop and wouldnt co-sign the killings and alot of the PD are in the mob's pocket. He would basically get it from all fronts.
